Actually, I think it many has to do with the fact that Boeing actually HAS a factory, HAS a production line, and HAS an actual plane. (Other air forces have a 767 based tanker). Airbus doesn’t have a factory in the US to build a plane, hasn’t got a trained workforce going, and their only “working” refueling boom is sitting at the bottom of the Atlantic Ocean. (Also not a good idea the number of US Military secrets and technology you’d be turning over to a European company to support the deal).
