Democrats are planning to introduce legislation later this spring that would permanently repeal annual Medicare cuts to doctors, but are warning lawmakers not to talk about it for fear that it will complicate their push to pass comprehensive health reform. The plans undercut the party’s message that reform lowers the deficit, according to a memo obtained by POLITICO.

I downloaded it yesterday (as opposed to viewing in my browser) solely to view the meta-data. I didn’t see any. Most networked copy machines will include a signature of some sort. If it started life as a jpeg which was later converted, the application used usually shows up.
Unless . . . someone edits the meta-data by deleting it and and then saving the file.
My vote is Biden. He is too senile to help himself.
It could also be the teleprompter via Obama. This wouldn’t be the first time that technological marvel misdirected him.
