I was shocked the first time I heard about New York teachers&#039; incompetence; I think it was in the early &#039;90s when many couldn&#039;t pass a basic skills test in the subjects they taught. But here&#039;s what I don&#039;t understand: I&#039;m renewing my professional certification and I have to have been teaching classes, not just showing up for work! Plus, the &quot;highly qualified&quot; restriction in the No Child Left Behind Act made a lot of our older teachers retire because of the extra classes, tests, etc. How are these &quot;rubber room&quot; teachers able to renew their certification, let alone jump through the hoops to make them highly-qualified?

It is better to start at the top and work your way down, than to start at the bottom and have nowhere to go.  I refer to this philosophy of living as pragmatic idealism.  Start with the ideal and make compromises as necessary due to constraints imposed by reality.  This philosophy has served me well in both my personal and professional life.</description>
