Most of them are conservative, but a few are still hoping government can help out. But if NC residents are going to pay $110 (EPA estimate) or $770 (CBO) more a year for energy, my fixed-income friends are screwed. There's a program called THAW that helps low-income households with their utility costs, but every program in Michigan is getting tapped out. The job-loss portion of the energy bill, too. The automotive unions had to do away with the "job bank" that compensated nonworkers for years. Why is Congress trying to do it nation-wide?
