Funny how it was the left that mocked 1994′s Contract with America, that among other things, believed it only fair that the rules that applied to Americans also applied to those that govern them.

Assemblywoman Carmen Arroyo (D-Bronx)We can see why that simple principle is a joke.

More than a dozen state officeholders — including Gov. Paterson and Senate Majority Leader Malcolm Smith (D-Queens) — owe unpaid fines for campaign-finance violations, The Post has learned.

In all, some 16 sitting state Assembly members and senators are among 1,421 scofflaws who have shrugged off nearly $1.7 million in penalties for not filing campaign-finance reports and other violations, according to a Post analysis of outstanding fines by the notoriously toothless state Board of Elections.

By far the biggest offender was Assemblywoman Carmen Arroyo (D-Bronx), whose four campaign committees have racked up $33,648 in fines over the past 15 years — more than double the next-largest total.

Now we can see why Obama’s selections could go years without being approached by government entities. There is clearly a two-tier system in America. One for the politically well-positioned, and one for the rest of us, like it or not.

    I guess it also explains why he also hasn’t been approached by other government entities to kick his illegal ass OUT of the white house, like the rest of us know isn’t SUPPOSED to BE there.

    I know the GOP isn’t perfect, but the Dems tend to wreak more of fraud, hypocrisy, and the like
