There are the paid seats nearer the parade route and on the capitol building steps. The free sections are around the parade route but not as good a view. This is from my wife who has gone every time since we have been here, but will not go this year. An aside, my daughters thought that Laura Bushed waved directly st them, especially since they said she cracked a smile when they started yelling "she waved at me she waved at me." from experience, no Bob.
